    "content": "I just want to say that the Address was elaborate enough but maybe because of time he did not cover current issues. We have been talking about the issue of disaster management, as Hon.Wario has done. With the current floods, we are wasting a lot of water in this country and losing people at the same time; these are issues that we need to address very urgently at minimal cost. This is because what happens is that it rains and then they start doing things; it is sometimes a waste of time. We need to have a disaster management programme in the country, and be able to offer rapid response in times of disasters. On the power generation, the President talked about industrialization but the cost of generating power in this country has been high. We do not have enough power; I believe that at the moment the resources we are putting in and the measures that are being put in to generate power are still very costly. So it is something that we need to address so that we produce power cost effectively. There is an issue that has been raised on free primary and secondary education. It was never free and I believe this time the Government should put in place measures, so that we have enough money before we even talk about the issue of laptops; we need enough money. Where I come from in Vihiga, children are on the streets all the time going to look for activity fees and end up wasting a lot of time. On security, we are talking about security in Kenya and even in the region. I think in our case, police reforms are talking too long. There is a lot of insecurity in the villages where we come from. In my own constituency, there is rampant insecurity and the police are very reluctant because maybe they are waiting for the reforms; because of job insecurity they are not working. We need to do something about this, particularly when we get the committees in place, so that we can take care of security. The Kshs6 billion fund is a welcome idea, but all the time we are fond of talking about big money in this country, yet follow up action and feedback are poor. The way the money for the Women Enterprise Development Fund (WEDF) and the Youth Enterprise Development Fund (YEDF) has been disbursed has been very expensive to the recipients. The intermediary banks have been very expensive. It is important that we put up, maybe, some kind of a fund or modernize the YEDF so that the money is cheaper and can be accessed by the youth. I know the President was talking about using the Constituencies Development Fund (CDF) model; that has to be done in a way so that it can get to the youth meaningfully and at reasonable cost; all of them must benefit. We should also encourage the youth to organise themselves into groups."
