    "content": "Hon. Deputy Speaker, I will just touch on one or two issues. Number one is the youth and women funds, which His Excellency the President listed and urged that they be modeled along the path of the Constituencies Development Fund (CDF). Where I come from in Kajiado, a lot of women have been asking how they can access the women fund; also, a lot of young people have been asking how to access the youth fund. I think that there has been bureaucracy that has been impeding them from doing so. We should think carefully on where some of this money can be really channeled to go all the way to the women at the grassroots. I think it will go a long way in uplifting the status of the youth and women; it will take their lives to the next level."
