Kajwang, if you look at Article 259 of the Constitution on how to construe a provision of the Constitution, you will notice that Clause 5 says: “In calculating time between two events for any purpose under this Constitution, if the time is expressed – (a) as days, the day on which the first event occurs shall be excluded, and the day by which the last event may occur shall be included;---” Therefore, the Leader of Majority Party is in order. Hon. Chidzuga."
