    "content": " Thank you, hon. Speaker, Sir. I would really seek your indulgence so that I have an opportunity to thank the people of Igembe South for giving me an opportunity to serve for a second term in this august House. Hon. Speaker, Sir, I rise to support the Motion before this House and tell the House that we are the defenders of the Constitution of the Republic of Kenya. I would really urge the House that we move with speed and approve the list of the names of the members of the Committee on Appointments, considering that this House, in its own calendar, is behind schedule. This list is required like yesterday. It has a duty to vet the Cabinet Secretaries and look at the provisions of Article 221 of the Constitution. The preparation of the budgetary Estimates is crucial; we have a deadline and the Cabinet Secretary is required to bring to this House the Budget Statement 60 days before the end of every financial year his. I, therefore, say that it is very important that we move with speed--- At least we need a Cabinet Secretary who will be able to bring here the Budget Statement for consideration by this House before we run out of time. I believe we must work within the constitutional confines provided because we must adhere to the rule of law."
