    "content": " Hon. Speaker, Sir, I stand to support this Motion. The quality of a Bill and debate is not the subject of the amount of time that you are going to take on it. The quantity factor of time cannot give us what we are expected to give the people of Kenya. It is our performance that we will be judged on. I believe that the time given is good enough for someone who has prepared well. It is enough to present in an orderly and coherent manner and make us perform what we are expected to perform. Hon. Speaker, Sir, I support the Motion."
