    "content": "Mr. Speaker, Sir, I believe even the new Constitution does require that administrative justice for anybody be given expeditiously. We have been in this situation of limbo, without knowing where we stand as members of that Committee. Therefore, do we owe a responsibility to this House, or have we been discharged from our responsibility? I think it will be helpful to the country to know the position, especially when we get to such fundamental Bills which will guide our country into the next elections and so on. It is important for the Bills to be subjected to proper and thorough scrutiny before being presented to the House for debate."
