    "content": "With respect to whether or not the Committee on Justice and Legal Affairs is operational, that is a matter that has been on the table for a long time. It has been deliberated upon in this House. From the Speaker’s position, I have made my input into the matter fully. I have discharged all duties that are expected of the Chair with regard to this matter. The responsibility to ensure that the Committee is operational now lies elsewhere. As a matter of fact, if I were to be very candid about this, that responsibility now lies squarely in the House Business Committee. We must respect the concept of sharing of responsibilities. If you place a certain mandate and responsibility, indeed, the duty, on a given organ of this institution, then that organ must play its role. I want to leave it there. I shall say no more because I have said as much as I ought to say. As much as is necessary on my part, I have said, and I have done. I shall not take any further responsibility on that one until I have a report from that organ. So, I want to believe that that Committee, if it is not yet operational, will be presently."
