    "content": "Hon. Speaker, Sir, the last one is about the implementation of the Constitution. If we are going to implement the Constitution, we must respect the same Constitution. The Jubilee Coalition understands the objections that members of this society and House have raised on the question of county governments. The Jubilee Coalition, therefore, should be the first to take away the County Commissioners and allow the Governors to operate as is envisaged in the devolution process. If he does that then we will know that this is a President who wants to implement the Constitution; otherwise, he came out as the person I knew was opposed to the implementation of the Constitution."
