    "content": "Hon. Onyango): Hon. Deputy Speaker, I am Silvance Osele Onyango, Member for Kabondo Kasipul Constituency. I wish to thank my electorates for giving me the opportunity to represent them here. While appreciating all the Members for being able representatives of their constituents, I appreciate the President’s Speech and I would like to state my interests in the following areas: I am, indeed, impressed by the President’s Speech with regard to mechanisms of modernizing agriculture and getting into commercial agriculture instead of subsistence agriculture. Notable and of interest to me is the youth fund. The President has indicated his willingness to get rid of the bureaucracies that surround this fund by taking it closer to the users."
