    "content": "Mr. Temporary Deputy Speaker, Sir, Article 97, in relation to the election of County Members, provides that no more than two thirds of one gender shall be in the County Assembly. This Bill, moving forward, must provide for the mechanism through which this provision for gender balance will be achieved by requiring political parties, in the nominations list they take to the Registrar, to ensure that no more than two thirds of the candidates nominated to fight for political office are of the same gender. How the parties will arrive at such a mechanism is an issue they can debate just as we have provisions that the governing body must include at least one third of either gender, and we leave it to the parties to know how to arrive at it."
