    "content": "There is also the issue of the composition of Parliament. If we decree that no more than two thirds of the lists that political parties will present, or of its nominees, shall be of the same gender, we will have partly cured the anomaly that now exists on gender. Forty- seven women elected to the National Assembly from the counties plus others elected may not add up to one third. It is, therefore, important that we have other mechanisms within political parties, because they are tools of democracy. If we miss this point, we will not have drawn our attention properly to Article 91."
