    "content": "they want to investigate their own incidents. They want to investigate themselves, which is not possible. So, the commendable job that the President wants to do of increasing the number of police officers to protect Kenyans, we also need the reforms to take place. It seems that the National Police Service Commission has not done much since it was put in place. So, they need to pull up their socks, so that we can get proper policing in this country. I represent an area where people have a lot of problems with the police, especially during elections, my area normally is under police curfew. So, people are not very friendly to the police in the Migori area. Secondly, there was the issue of agriculture. As you are aware, the President spoke about modernizing agriculture and putting one million acres more into agriculture. That is also commendable except that the country needs to move to other economic activities especially in terms of strengthening manufacturing, mining and other sectors. Agriculture alone cannot sustain this economy. The economy is growing big and we need to go into other areas that can sustain it together with agriculture. The issue of laptops, is a commendable one. It is very ambitious, but I do not think it is going to be achievable in the near future for the reason that there are places where classes, like another Member said, are not cemented and there is no electricity. One Member has said that electricity is not an issue because the laptops will use solar and even if one is under a tree, they can still use them, but I do not know where the pupils will go when it rains. You can have your laptop under the tree but when it rains, you must move to a class and hide yourself from the rain. So, we need to improve the infrastructure as much as it is commendable to have laptops. I do not think that a pupil who is very hungry; who has not taken breakfast before going to school, requires a laptop. He needs basic things like food and classes first. However, it is a commendable proposal. Laptops are also a way of improving the lives of Kenyans."
