    "content": "Mr. Temporary Deputy Speaker, Sir, on Article 12 of the Bill, I think the Minister has been unnecessarily wordy and is departing from the language that is in the Constitution. This is because he says: “A public officer shall not be eligible to be founding member of a party” and so on. I would urge the Minister to pick the language from Article 77 of the Constitution, which simply says: “An appointed State officer shall not be eligible to hold office in a political party.” He should not say, “they should not be” and then say “this does not apply to the President, Deputy President, Member of Government, Governor” and so on. This is because an appointed State officer is defined in the Constitution and an elected State officer is different from an appointed State officer. So, it is better if we use the language that is in the Constitution."
