    "content": "food secure so that no child or woman goes to bed on an empty stomach. This is achievable. As I said, we are crying about the havoc that the rain has caused. In a few months’ time, we shall be crying for rain yet right now we are counting our losses. We should be able to teach our citizens how to harvest water, so that we can use it to make ourselves a food secure nation. On the issue of maternal child care, we also need to address a few basic issues. One of the issues is clean drinking water. Those of us who were born in the 1970s – I know that a lot of hon. Members had not been born then – were promised that by the year 2000, every household would have clean drinking water. Unfortunately, that objective has not been achieved. We hope that within the next five years, this objective will be achieved. Hon. Deputy Speaker, in the 21st Century, you go to some parts of Kenya and find that people do not have even pit latrines. Those are basic things that we, as Members of Parliament, must ensure that our people have. We must also ensure that we have a clean and healthy environment. We must take care of our environment. If we take care of these three items, the wage bill on health will be reduced drastically. We have had the issue of the Women Enterprise Development Fund and the Youth Enterprise Development Fund. Even as we look at women and the youth, let us also look at the men. There are several men who do not have title deeds. How are they going to compete with the other people? There was a Motion in the last Parliament which sought to create a men enterprise fund for those men who are vulnerable in our society. Can we take it up in this Parliament and also ensure that men who are vulnerable are helped? I can assure Capt. Wambugu, who brought that Motion, that we shall support it because we know that there are men who also need to be taken care of. Hon. Deputy Speaker, on the issue of social protection, we did a pilot project on the elderly in 47 districts. We need to roll out this project in the entire country, so that our ageing parents can also benefit from the elderly fund and the fund for those living with disability. If we look at this---"
