"content": "thank the people of Webuye West for having given me the opportunity to actually represent them in this august House. In reference to the Presidential Address, I want to appreciate the fact that he touched on all aspects that challenge most Kenyans. Actually, it was a very ambitious speech. I would have appreciated it more when it comes to the wage bill and particularly what is affecting this august House. In addition, he mentioned something to do with sports. I want to believe that Kenya has a vast talent in terms of sports. We know that sports are an economic addition to our country. This is because a number of professionals that we have invest back here whatever they get out there. In order to support that, it is important for this Government to look at the issue of sports academies. Their setting up needs to be incorporated in the Sports Bill so that the stadia are well utilized. If you cannot have talent nurtured, then you will not have people using those stadia. The President also talked about the Kshs6 billion that would have been used during a run off. If this money is given to people without equipping them with knowledge, they might not use it very well. Part of this money could be used to do capacity building before it is disbursed to the various constituencies, as it were. We appreciate that it is a good idea that the money reaches the people through their constituencies. Normally, the money has been disbursed through the banks. We know that banks have been imposing stringent measures to the extent that the money is not accessed by our people. I expected the President to talk about the money that is supposed to be set aside for the elderly. The pilot project took off, but where I come from old men aged 65 years and above are still asking us to explain to them what happened to the money. In this era of the Jubilee Government, we believe that we are going to see old men and women above the age of 65 years getting the Kshs2, 000 that is stipulated in the Constitution. All said and done, the Presidential Address was good enough. The doubting Thomases need to read the Speech and wait. It is written that there is no big dream that can never be achieved. Thank you."
