"content": "introduce new positions of governance and others, but we have left the former local government structures intact. Therefore, the Governors are actually inheriting a very inefficient system where I believe they will not function at all. Again, if we do not restructure the county governments and have a lean and efficient system, we will not achieve what is set in the devolution system. Hon. Deputy Speaker, there are a number of good issues that the President raised in his Address that I want to comment on. The first and most important is the fact that he noted the importance of establishing institutes of technology in every county. This is extremely important if, at all, we want to create jobs for our youth. We need to fast-track this proposition of the President. The other issue which actually made me happy in the Presidential Address is the introduction of the Information and Data Protection Bill in this House. We are in the 21st Century; a century of information age. We, therefore, need legislation with institutional framework on how to manage information and data. As of now, we have so much information flowing around and some of it is very destructive and it could tear this country apart. We urgently need this Bill so that we can manage these resources very well. Data and information are the most important commodities in the world today. Hon. Deputy Speaker, the President also talked about issues of the environment policy and legislation. On the issue of climate change, the single most threat to mankind is climate change."
