    "content": "I want to make comments on three issues. The first one is on the issue of quality of education. I want to emphasize on the issue of low cost boarding schools. I agree with him on the laptops, but I think of other needs where I come from; the people we represent, particularly the pastoralists, need low cost boarding schools. This is the programme that has been put in place to retain our children in schools when their parents move away in search of pasture for their animals; this is particularly the case in Pokot County, where my constituency is. Therefore, I would like to say that as we move towards budgeting, all schools, particularly primary boarding schools in pastoralist areas, should have this programme. In addition to that, it will not be enough to give funds without planning accordingly."
