    "content": "On the Presidential Address, I wonder whether he was listening to himself when he was talking of over one million acres of land under irrigation since we have irrigation schemes that have not been utilized. I do not believe that the Jubilee team is honest and ready to deliver. The only team which could have delivered is the CORD team. That is why I would like to urge the person who prepared the Address for the President to be trained in polishing, because the President kept on repeating a number of issues in his Address. I want to point out that all human beings are like except the Jubilee and the CORD team. Being in the Opposition, I did not see anything important that the Jubilee Government, through the President, said on the Floor. We have not come here to fight; we have a duty and we have sworn to discharge the same duty; I want to promise that if the Jubilee Coalition or individuals take us back and forth, we are determined to be vigilant until Kenyans get what they deserve. We talk of a lean Government, but is 18 Ministries lean? If the President had given us nine Ministries, then I would have said that it is lean; an18-Ministry government is not lean. I want to point out that we are talking about 18 Ministries. If the President created nine Ministries, we would see that it is lean. Eighteen Ministries is still not lean. It is only that it is a double- edged sword of the whole team of Jubilee."
