    "content": "given in this august House, but the implementation part of them has always failed to bear fruit. We will support the Government as and when it is on the right track. However, there are a few issues that I wanted to point out. The President said that he wants to make this country a middle income country in a generation’s time. It is possible. We all believe that it is possible if the right things are done. We want to support his policies, so that these things are done and Kenyans can enjoy prosperity. We should borrow from countries whose economies are developing very fast like Brazil, Russia, India and China. They have done miracles. They have perfected three main areas, namely agriculture, infrastructural development and manufacturing. Most of those economies are export driven. They manufacture and sell their products. They have attained economic growth of between six and 12 per cent for China. There is no reason why Kenya cannot borrow from those countries if the President wishes that our economy grows in double digits. This can be done. There are also other key things that the President should do. When he talks about insecurity and says that he will equip the police, he is saying the right thing, but there needs to be consultation, so that the public also participate in his security measures. We have an operation in Garissa where we are told that families are fleeing because of the crackdown. Instead of carrying out such operations, I would suggest that the local leaders, Imams, Members of Parliament, county representatives should be called to come up with solutions to insecurity. If that approach is adopted, security will be guaranteed; this is because the leaders will own the process. You may deploy policemen and the armed forces; you will solve the problem of insecurity; if you give the leaders a chance to own the process, there will be security. There should be public participation, and I am sure that in this way crime rates will come down. Crime is also associated with poverty. If the economy grows at a double digit, there will be something for everybody and there will be no idlers who have nothing to live on, and who steal from others. Let us concentrate on growing the economy. For the economy to grow very fast there should be participation from all parts of the country. Today, if you look at the stock market and the list of who owns what in this country, you will realize that wealth is concentrated on a very small clique in this country. All big companies are owned by a very small clique. The rest of the people are very poor. When you become very rich and the rest of the country becomes poor, that creates insecurity and instability. So, the President should ensure that there is distribution of wealth in such a manner that people are given an equal opportunity, be they from Turkana or western parts of Kenya. I have toured most parts of this country. Western Kenya and part of the North Rift Valley are the areas that produce a lot of food in this country. However, most roads there are in a deplorable condition. It is very difficult, for instance, to transport sugar-cane to the factories, yet we depend on this sugar-cane to get income. In an area like Kitui, where I come from, many minerals are found there. We have coal, iron ore, limestone and so on. The big companies from foreign lands come in to cut deals with the people in Government. The locals do not know anything. There are no roads, water, and electricity. People have been warned of displacement once mining starts. This is the time this Government should start opening up areas, so that you can exploit these minerals to achieve the two-digit economic growth. Unless you open up those areas by providing good infrastructure this will still remain a pipe dream. Hon. Deputy Speaker, the President talked about the nine pillars, that is health, tourism, agriculture, and so on. These are good things and they will drive our economy. I am happy that a"
