We will bring amendments to the Procurement and Disposal Act, and legislation on how to make the Kenyan Diaspora community participate in the economic development of our people. The Cabinet Secretary nominations of the four men and women yesterday set the agenda on the kind of Government that he wants to give this country. For the first time in the history of this country, Cabinet Secretary nominees were interviewed by the Chief Executive Officer (CEO) and the Deputy CEO of our land. That is a fundamental transformation. That decision is informed by the Jubilee Government’s belief in transforming all the sectors of our country. The President has given his word on implementation of the Constitution. We expect this House to help us implement a legislative agenda that will help to transform the lives of our people. Hon. Deputy Speaker, we are now through with the debate on the Presidential Address to this House. From this afternoon, we will be dealing with substantive business. Starting this week or next week, the Government will bring to the House Bills on the national budget and revenue collection. We will bring the Division of Revenue Bill and The Budget Policy document Bill by Tuesday or Wednesday next week, latest. As I said earlier, I expect hon. Members to develop a bipartisan approach, where all the 349 Members representing the interests of our people in their diversity will stand and contribute to the welfare of our people across party lines. We also expect the Opposition to play its oversight role. That is a responsibility for them. As the Jubilee Coalition, we are not and we shall not be in any position to deny our colleagues their right to play their constitutional role. That is to show that we want the Opposition to do oversight. We want Members of the Opposition to chair the Public Accounts Committee (PAC) and the Public Investments Committee (PIC), so that you can audit our accounts. The fundamental role of the chairperson of the PAC is to audit our revenue and expenditure. Hon. Deputy Speaker, there are several legislations that the Government will bring to this House. These include civil liberty bills, freedom of media bills, the Support to County Government Bill, et cetera . This House, in collaboration with the Senate, will make sure---"
