    "content": "I would like to point out that if you look at the finance section, especially the budget process of these Standing Orders I think it is contradicting the Constitution. It says that upon the House making a resolution on the Report of the Budget Committee, the recommendation for increase or reduction on any particular vote as resolved by the House will serve as notice of intention by the Chairperson of the Budget and Appropriations Committee to move the particular amendments on the concerned Vote in the Committee of Supply. This is contradicting what the Constitution says because it is very clear that once that report is passed in this House, then it should form part of the Appropriations Bill. Therefore, it should not just be an intention but it should be part of the Bill."
