    "content": "Hon. Speaker, Sir, I wish to contribute to the two Motions. Although there are two Motions, there is a lot of relevance in them in that what they reflect shows abrogation of responsibility somewhere within the Government in terms of discipline and superintendence within our healthcare system. What it also shows is death of healthcare and “privatisation of life” because if within a population you do not have things like district hospitals and clinics--- The National Health Insurance Fund (NHIF) charges 500 per cent for defaulters. This simply means that this is a system that actually lacks the basic conforms. If we have to ask ourselves: Who are the people in the first place who contribute to NHIF or who are members of NHIF? Predominantly, those are the fellows who are in the rural areas and the jua kali people. Because of their income, they find that this is where they are able to contribute so that at the end of the day, they will get medical attention. I come from a constituency where 80 per cent of the population is relatively poor and if we equate that with the Millennium Development Goals (MDGs), actually we do not meet all the basic six standards and healthcare is one of them."
