Gitari because during the campaigns, one of the things that I experienced in my constituency was this: Many people were coming to me asking for assistance to take one of their family members to hospital. I encouraged them to be members of NHIF. Really, if NHIF is going to surcharge them 500 per cent because of defaulting, that is a big discouragement for them to be members of NHIF in the first place."
