    "content": "I sincerely support the Motion before the House. I congratulate the hon. Member who has brought this Motion to this House. He is hon. Joseph Gitari. Indeed, the spirit and intention of the National Hospital Insurance Fund (NHIF) is to serve as the saviour of the people when it comes to health insurance provider. There are many insurance companies that provide that service but I believe it is NHIF that targets the common man. A penalty of 500 per cent is prohibitive. I believe that this is unconstitutional in our new dispensation. Article 47(1) of our Constitution on fair administrative action, clearly says that every person has a right to administrative action; that is experience, efficient, lawful, reasonable and procedural fair. I do not believe that the administrative action of overcharging people can be said to be fair."
