    "content": "Therefore, this Motion addresses the core problem of when there is an emergency. There is no one who knows when an emergency can occur. We all pray that we do not get diseases but should you have an accident and it happens that you have not carried your medical card, nobody will know that you are a Member of Parliament. If you are denied medical attention, as it has happened to very many people, you will just pass on. So, we must pass a law in this House to ensure that any Kenyan who requires emergency treatment gets it as a matter of priority because the law provides for it. Therefore, we must create a law that--- (Technical hitch) ---whether it is a Level Five hospital or a Level Six hospital, or whatever hospital it may be, including private hospitals. The biggest hindrance to our efforts to create a comprehensive health scheme for Kenyans---"
