    "content": "Mr. Deputy Speaker, Sir, the 20 per cent increment was a negotiated increment in 2009 and it does not include the contract teachers. As regards the ECD teachers, if the hon. Member reads Item No.2 in the letter from the Permanent Secretary, he will find that it includes that aspect but we did not get the money from the Treasury. What does the hon. Member expect the Minister to do if money does not come from the Treasury? We hope that what was recommended by the Budget Committee will carry the day and we shall employ all the teachers the hon.
