It was one of the projects at the time when the Office of the Deputy Prime Minister and Ministry of Finance rolled out the Economic Stimulus Programme (ESP). It is there in the HANSARD! It is not the creation of the Ministry of Education. When the Ministry of Education has money to employ, it employs teachers the normal way; that is on permanent and pensionable terms! But this was done through the ESP."
