Speaker, Sir, if you look at developed countries they are able to have higher productivity because of cushioning their citizens from simple ailments. It appears that there is a misconception that emergency treatment is expensive. There could be some life threatening conditions that could be treated using simple medical interventions. It is also true that some people, especially those with disabilities may require constant medical attention. Most times they languish at home for fear of not being admitted into health facilities. I urge this House, over and above this Motion, that refusal of admittance of anybody who requires emergency treatment be termed as negligence on the side of the medical practitioner and therefore, punishable by law. One of the most critical elements of health is infrastructure.
