    "content": "Mr. Deputy Speaker, Sir, I would rather advise the Assistant Minister to start preparing to employ these teachers because there is money. Is it in order for him to purport that money has not been made available yet he is very conversant with the provisions of the new Constitution that the budget-making process is now the preserve of Parliament and that even Ministers will not be in the next Parliament? So, how will the Appropriation Bill be brought through the Budget Committee? So, if the Budget Committee has told you we are giving you money, that is final. You should not even doubt. Prepare to employ teachers from tomorrow."
