Speaker, Sir, Article 124(1) of the Constitution states very clearly that: “Each House of Parliament may establish committees, and shall make Standing Orders for the orderly conduct of its proceedings, including the proceedings of its committees.” This august House has made rules pursuant to Article 124(1) of this Constitution. There are very many good suggestions that are being made here but they are not in the Standing Orders. It is incumbent upon whoever seeks to put his view that he thinks is ideal in accordance with their own coalition to bring it to this House in accordance with Standing Order No.262."
