Speaker, I beg to give notice of the following Motion:- THAT, aware that over 90 per cent of the raw materials for the agro-based parastatals such as Nyayo Tea Zones, sugar factories and cotton factories come from rural farmers residing in the counties; noting that the farmers produce all the in-puts, but do not receive any benefits from their activities; deeply concerned that the county governments are likely to face enormous financial challenges due to the limited sources of revenue; this House urges the Government to write off all liabilities of those parastatals and hand over the management of the same to the county governments to form part of income-generating activities for the respective county governments."
