    "content": "Mr. Speaker, Sir, all hon. Members are aware that there were historical injustices not only in respect of development but also in respect of employment. With regard to the personal development of individual staff members in the Public Service, we are already taking measures to get facilities for members of staff to develop themselves by furthering their education. In that regard, the Training Revolving Fund has been established from this year. Parliament has already approved funds for that purpose."
