Speaker, Sir, while we are debating this Bill, I would urge this House to look at the requirements of our counties and make sure that the amount that is going to the counties is sufficient to run them. Otherwise, we are setting up the governors for failure, and we will be blamed in future for setting a system that Kenyans had a lot of faith in to fail. This House has things in its hands. We have it in our hands to give the counties enough resources to perform their functions. With those many remarks, I would like to second."
