    "content": "Hon. Speaker, Sir, there is another clarification I want to seek in view of what my friend, hon. Ng’ong’o has said and in view of the answer that has just been given by the Leader of the Majority Party. I do not wish to contradict our Jubilee Government but this is an era where we must deal with things as they are and we must run away from the past. We used to do all kinds of things in a manner without regard to the rule of law and the Constitution. Having heard what the Leader of the Majority Party said, I am almost convinced that the Cabinet Secretary responsible for finance was in conformity with the Constitution and provisions of Article 221 because it is very clear that these statements must come to the National Assembly two months before and if they were received on 30th, then they were in the National Assembly."
