That is why we have many poor people in urban centres in those counties because of the high school drop-out rates among the pastoralists due to insecurity. They go to towns and cannot adapt to live in towns. It is possible for the Government to bring this to an end. If it was able to subdue the Al Shaabab across the borders, then it surely can manage security in this country."
