Chairlady, I beg to move:- THAT, Clause 3 of the Bill be amended by deleting paragraph (b) and substituting therefor the following new paragraph- (b) the drawing of unconditional and conditional grants from the share of revenue of the National Government. Contrarily to what the Bill states in Clause 3(b) “and schedule additional resources or conditional allocations to be part of the national revenue and to be part of the national revenue under Clause 202(2) of the Constitution”, this is catered for there. Indeed, the Constitution at Article 202 (2) explicitly states that county governments may be given additional allocations from the National Government share or revenue, either conditionally or unconditionally. This should not come from the county government, but from the National Government. Also, inclusion of the conditional allocations under county revenue share contradicts the spirit of Article 218 of the Constitution. I beg to move."
