Chairlady, I wish to withdraw the proposed amendment on the basis that when we were here yesterday, many Members were complaining that we do not have enough time to consult and research on this Bill. After consultation and a bit of research, I confirmed that the provision that I was introducing has been taken care of by the Public Finance Management Act, Section 109(8) which is very clear. It states that any unutilized balances in the County Revenue Fund shall not lapse at the end of the financial year but shall be retained for the purposes for which it was established. So, this will be just a repetition of an already existing law. So, I withdraw my amendment."
