    "content": "The memorandum accompanying this Act pursuant to memorandum Article 218(2) of the Constitution and the ceilings set out that not to bind memorandum shall not, in any way be construed to be binding on Parliament. Parliament in subsequent budgetary proceedings relating to the approval of budget estimates and the enactment of the annual Appropriation Bill under Article 224 of the Constitution or for a particular financial year."
