    "content": "I think it is clear that we must do things right in this House. In as much as there is a misunderstanding as to why there is a memorandum accompanying the Bill, in as much as we know that Article 205 of the Constitution has not been followed, we all understand that devolution is very important and in this first instance we must get it right. We have failed to have a committee to take us through. Article 205 states clearly that âwhen a Bill that includes provisions dealing with the sharing of revenue, or any financial matter concerning county governments is published, the Commission on Revenue Allocation shall consider those provisions and may make recommendations to the National Assembly and the Senate. Any recommendations made by the Commission shall be tabled in Parliament, and each House shall consider the recommendations before voting on the Billâ. That has not been done as well. The process---"
