Chairlady, the reason I raised that point is not to tie us down to that but to emphasize the fact that we must take devolution seriously and to emphasize further that indeed even by virtue of this amendment it is clear that the Jubilee Coalition and the Jubilee Government takes matters of devolution seriously. In the first year of devolution instead of just having 15 per cent allocated to counties, it has been exceeded by double to 34 per cent and I think that is something that the entire house must thank the Government for. Thank you."
