Speaker, Sir, allow me to just say as I conclude that it is unfortunate that this Bill will be transacted in this House without going through the necessary scrutiny by the Budget and Appropriations Committee. This is a mistake that this House should be responsible for. We are letting down the people of Kenya by unnecessary grandstanding. I wish that we wake up to the reality that this country requires proper scrutiny of the various Bills that come to this House."
