Devolution was at the heart of Kenyans during the constitution-making process because we wanted equitble distribution of the resources of Kenya. There are places which have been highly developed for the last 50 years, while others have been marginalized. I can see the same marginalization going on at the national Treasury. This is because they are trying to give us some rules. Up to now, we do not know the criteria they will use or they have used to equitably divide the resources. Nairobi"
