    "content": "On this Bill, I think it is too shallow for this stage of Parliament. Now that we do not have committees, I would have wished to have the real costing of all the functions of the county governments and the costing of the national Government. I believe that we are likely to pass something which we will regret later. Without the committee and the scanty details we are getting here, it is dangerous. I wish that we form these committees as already directed by the Kenyan people. We went into elections and Kenyans decided the number of Members of Parliament on the Government side and the Opposition side. The Standing Orders will guide us."
