    "content": "Hon. Temporary Deputy Speaker, I rise to support this Bill. I wish to thank the Treasury for giving more than 15 per cent of the budget to the counties. I want to reiterate the fact that this is a national institution. National Assembly is a national institution. It is not a devolved institution. So, we must guard ourselves. We are not used to destroying national institutions including the national executive. This Government was elected by Kenyans on the basis of their manifesto. The Government has the mandate to decide how to implement that manifesto which was accepted by Kenyans. I wish hon. Ababu Namwamba was here; I would have asked him kindly to go and lecture the CORD Members of Parliament in some Parliamentary Group (PG) meeting about the importance---"
