    "content": "Hon. Deputy Speaker, the spirit in this House definitely is that of taking more resources to the counties and I am looking specifically at the Equalization Fund. While I respect and appreciate the parameters and the formula used to allocate resources to counties, I still think Kshs3.5 billion for the Equalization Fund is little looking at the districts that will receive it and the disparities in development between those counties and the rest of Kenya. The Equalization Fund needs to be increased."
