    "content": "Hon. Deputy Speaker, on emergencies and disasters, so many emergencies are occurring and yet, there is not even a provision for inflation change year to year. What that tells me, as a public finance person, is that the initial allocation was higher than was needed. Maybe, funds are just being packed there. But I would have thought that since the country has gone through such disasters, this has grown, at least, with inflation."
