Deputy Speaker, as has been said earlier in this House, during the passage of the Constitution, the whole issue of devolved governments was targeted at making sure that the common wananchi actually gets basic services. The devolution spirit of the Constitution was that in respect of all development progammes and projects that wananchi do not get, they would be able to get them through the county governments. Therefore, it is my prayer that going forward, this hon. House will look at supporting the devolution spirit that is envisaged in the Constitution, so that the common wananchi can get the services at the grassroots level."
