    "content": "As a country, there is one or two things we have not taken care of properly. We went into allocating resources before allocating functions. I think this is one thing that we really need to look at. The whole of last year or immediately we got the new Constitution, we came up with the Commission on Allocation of Revenue before coming up with a formula or clearly indicating exactly where the functions will lie. Now we are in a stage where functions are many and the resources are few or little."
