    "content": "With regard to the Bill, I support it. Devolution cannot take place unless we give money to the devolved governments. When we do that, we shall be putting to shame the prophets of doom who thought that the Jubilee Government is not willing to devolve power and resources. The Jubilee Government has done better than that. It has proposed to give more than the 15 per cent threshold required by the Constitution. If we do this, our county governments will run their affairs. Hon. Deputy Speaker, we need to ensure that we have checks and balances in our counties so that this money is not misappropriated or misused. When the President was here, he emphasized on prudent management of public resources. I think we should make sure that this money is spent properly. I know you are aware that the people of Kiambu decided that they want to have their county headquarters based in Kiambu Town."
