    "content": "Many issues have been raised by Members. They have alluded to amendments that they are going to bring forward. I support the amendments that have been alluded to, to raise this amount from the current level to Kshs230 billion. You cannot start with less amount of money than what was recommended by CRA initially. Otherwise, you will start on the wrong footing and our county governments will not function. In some parts of this country, this is the beginning of hope that we are going to have development in our region. If we do not succeed this time, we will just have ourselves, we who are in leadership today, to blame."
